rgeoutages: A mapping tool for power outage data

This repository contains the backend code for http://hoopycat.com/rgeoutages/ which displays a reasonably up-to-date map of power outages in the Rochester Gas and Electric service area.

TODO: Consider using OpenStreetMap for mapping backend
