COVID-19 no longer a global emergency. Ministry of Health will no longer share information related to COVID-19 starting 9th May 2023 (Source: MoH Media Statement 8th May 2023 via GOV.BN Telegram Post 8th May 2023)
- On this occasion, the Ministry of Health would like to inform the public on the statement issued by the World Health Organization (WHO) on Friday, 5 May 2023, regarding the outcome of the 15th Meeting of the International Health Regulations (IHR) Emergency Committee which took place on 4 May 2023 where the COVID-19 infection is no longer constituted as a Public Health Emergency of International Concern (PHEIC). This means that the WHO no longer considers the infection situation as a global emergency.
- Therefore, the Ministry of Health will no longer share information related to COVID-19 to the public starting tomorrow, Tuesday, 9 May 2023
- The Ministry of Health will continue to monitor the situation concerning the COVID-19 infection as part of the ongoing monitoring of infectious diseases in the country and will inform the public of any developments regarding any infectious diseases according to current needs.
- Meanwhile, the public is advised to continue practicing good personal hygiene and proper cough and sneeze etiquette. Individuals aged 18 years old and above, especially those suffering from chronic diseases and the elderly are also encouraged to get a booster dose of the vaccine (the bivalent vaccine type). A booster dose can be obtained 6 months from the last dose received or from the previous COVID-19 infection, whichever is later.

COVID-19 positive procedure
- self-isolation is NOT MANDATORY
- You are ALLOWED TO LEAVE THE HOUSE and go to public areas (offices, schools, shopping malls etc. However it is advised not to attend any public gatherings.
- If you WISH TO SELF-ISOLATE, you may UPLOAD YOUR POSITIVE ART RESULT TO THE BRUHEALTH APP. YOUr Brutealth code will change to PURPLE and can be used as a MEDICAL CERTIFICATE. The Brutealth Code will change to GREEN (after 5 days) or until you get a NEGATIVE ART result (if your ART result is negatif before day 5).
Use of face mask

The use of face mask is only mandatory in clinical areas when in the premises of a hospital, health centre or health facility.

Definition of clinical areas
- Clinical areas are areas where encounters between healthcare workers and patients occur, and such encounters include medical procedures, treatments, consultations, and obtaining medication.
- For example, the Emergency Department, registration counters, wards, clinics, pharmacies, operating theatre, radiology and adjacent waiting areas and corridors close to wards or where medical procedures, treatment, consultation are performed and others.
- This does not include areas such as canteen or restaurant/cafe, pantries or rest areas for health workers, surau, office, lecture theaters and meeting rooms.
Antigen Rapid Test (ART)
- Visitors are no longer required to do an ART before visiting inpatients in the wards. However, ART is still encouraged.
- ART will still be done for patients being admitted to the hospital for treatment. Patients with COVID-19 will be treated in designated isolation wards.
- However, there are areas or clinics that may have a need for patients to do an ART.
ART is required for outpatients receiving treatment or procedures, such as:
- Emergency Department: patients with severe / serious pain and will likely require admission to the hospital, as well as patients with influenza like-illness (ILI) such as flu and cough.
- Endoscopy
- Dental procedures
- Surgery or Operating theatre
- High risk areas such as Chemotherapy Unit and Hematology Unit
- Flu Clinic
VISITORS TO THE WARD

To avoid the risk of infection and to ensure that patients admitted to the ward get adequate rest and receive timely care and treatment:
- Only two (2) designated visitors (not including carer) are allowed per patient per visiting session during visiting hours.
- Children under the age of 12 years old are not allowed to enter the ward/unit.
- Visitors are only allowed to visit patients in low risk zone wards (cold zone wards).
- Visitors are not allowed to visit patients in holding wards, isolation wards or any wards with restricted access.
- Visitors are allowed with patient's permission to do video calls with family but are not allowed to do video recordings of staff, other patients or the wards.
Only one (1) visitor allowed to accompany patient for appointment/medicine collection.
All visitors must ensure they:
- Wear face masks at all times.
- Keep their voices down and avoid making loud noises.
- Wash their hands with soap and water or use the hand sanitizer before and after visit.
- Keep their mobile phones switched off or on silent mode.
- Do not visit patients if they are unwell or sick.
- Respect the privacy of other patients.
- Refraining from eating and drinking in the ward.
CARER
-
Only one (1) carer per patient is allowed.
- Change of carer for each patient is allowed on the condition that the replacement needs to do an ART.
- The carer must ensure to:
- Wear face mask at all times.
- Keep their voices down and avoid making loud noises
- Wash hands with soap and water or use the hand sanitizer regularly.
- Keep mobile phone switched off or on silent mode.
- Respect the privacy of other patients.
COVID-19 Patients

COVID-19 patients are not allowed to receive routine procedures such as dental procedures.

However, COVID-19 patients who are experiencing worsening symptoms can seek treatment at the hospital or nearby health centres and should inform healthcare staff that they are positive for COVID-19.

Infectious Diseases Act Cap 204 will no longer be the basis for mandatory isolation for positive cases of COVID-19. This is taking into consideration that Brunei Darussalam has entered the Endemic Phase about a year ago and the people of this country have high level of immunity for collective protection which was achieved through vaccination and natural infection (hybrid immunity). This is also in line with the guidelines of the World Health Organization (WHO). With these amendments:
-
i) Anyone with a positive Antigen Rapid Test (ART) are encouraged to upload their ART results to the BruHealth app. However, Quarantine Order will no longer be issued and is replaced with Self Isolation Advice.

ii) The use of the purple code in the BruHealth app will be maintained. However, its usage will only be for verification and as a Medical Certificate, and not for mandatory self-isolation.

iii) Currently, positive cases are required to undergo mandatory self- isolation for five to ten days, which is subject to ART results after the fifth day. Therefore, with these changes, COVID-19 positive cases are only advised to undergo self-isolation for a period of three to five days only. Those who opt to self-isolate can end their self-isolation after the fifth day or at any time after they are tested negative after the third day.

Close contacts of COVID-19 cases are no longer required to undergo self- isolation and as such, the red code on the BruHealth app will no longer be in use. However, anyone with symptoms are advised to do their ART.

Physicaldistancingaccordingtothewidthofprayermats(largesize)forFardhu prayers in conggregation and Friday prayer at the mosques is no longer required and the use of own prayer mats is not mandatory.

With these changes, the term “COVID-19 Health Protocols” will be replaced by “COVID-19 Health Advisory”.

Meanwhile, the Ministry of Health will update and implement control measures at hospitals and clinics (including private hospitals and clinics) as follows:
- i) Visitors are no longer required to do an ART before visiting inpatients in the wards;
- ii) The use of face masks are only mandatory in clinical areas; while
- iii) Other control measures are still maintained as follows:
- ART will still be done for patients being admitted to the hospital for treatment;
- Patients with COVID-19 will be treated in designated isolation wards.

Ministry of Health’s Weekly Press Conference will only be held if and when required and will no longer be held regularly every week. However, specific information on COVID-19 will continue to be shared through mass media.

With the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the COVID-19 Steering Committee has informed that the Ministry of Finance and Economy through the Royal Customs and Excise Department will be amending the rates of the Exit and Entry Charges, which is currently charged at BND3.00 per person for a one-way trip, for those travelling through any of the land border control posts in Brunei Darussalam.

Commencing Monday, 12th November 2022, the Exit and Entry Charges will instead be charged on every vehicle travelling through any of the land border control posts in Brunei Darussalam, according to the following rates: i) Vehicles with a passenger capacity of not exceeding seven (7) people including the driver, will be charged BND3.00 per vehicle one-way; ii) Vehicles with a passenger capacity of more than seven (7) people and up to 25 people including the driver, such as a van or minibus, will be charged BND6.00 per vehicle one-way; iii) Vehicles with a passenger capacity of more than 25 people including the driver, such as a bus, will be charged BND10.00 per vehicle one-way; iv) Commercial vehicles that do not require to be inspected through the x-ray machine will be charged BND6.00 per vehicle one-way; and 1 v) Commercial vehicles that require inspection through the x-ray machine will be charged BND10.00 per vehicle one-way.

The Exit and Entry Charges will be charged on every vehicle that will be passing through any of the land border control posts in Brunei Darussalam, regardless of whether it is locally registered in Brunei Darussalam or a foreign registered vehicle.

The Exit and Entry Charges will be exempted for pedestrians, and for vehicles listed as follows: - (i) Bicycles; (ii) Motorcycles; (iii) Vehicles owned by the Government of Brunei Darussalam or foreign governments to carry out official duties; (iv) Vehicles owned by an officer of the Government of Brunei Darussalam or foreign governments to carry out official duties; (v) Vehicles owned by the Royal Brunei Armed Forces; (vi) Vehicles such as ambulances, fire engines, police vehicles and vehicles used for funerals; and (vii) Vehicles used by any persons under Diplomatic Privileges (Vienna Convention) Act (Chapter 117) and Consular Relations Act (Chapter 118)

For members of the public who had planned to cross the borders on or after Monday, 12th November 2022 and had paid their Exit and Entry Charges in advance through the Exit and Entry System (EES), the payment will be refunded by the Royal Customs and Excise Department. 2

To ensure a smooth travel across the land border control posts, members of the public are advised to: i) Register, apply and pay the Exit and Entry Charges through the EES ( https://login.bdnsw.gov.bn/ees/user/login ) and obtain a QR code in advance, before the trip; and ii) Ensure that they hold valid travel documents with a validity of at least three (3) months before the date of expiry when travelling across the land border control posts, as required by the Department of Immigration and National Registration.

Citizens and residents of Brunei Darussalam including foreign nationals who wish to exit and enter the country via land, sea and air will no longer be required to possess a travel medical insurance with COVID-19 coverage. However, travellers who wish to obtain such insurance for their own peace of mind are welcomed to do so. Such insurance should cover any medical or treatment costs that may be incurred following any unexpected incident whilst overseas i.e. not limited to COVID-19 infections alone. Citizens of Brunei Darussalam who are travelling overseas are also encouraged to inform the Ministry of Foreign Affairs of their travel details by submitting them via the MFA e-Register on the Ministry’s website. Registration of these details will enable the Ministry to identify Brunei citizens who are overseas in the event of an emergency incident occuring in a particular country.

Operating hours for land control posts, namely Sungai Tujoh, Labu, Ujong Jalan and Kuala Lurah Immigration Control Posts, which are currently operating from 6.00 a.m. to 8.00 p.m., will be amended to 6.00 a.m. to 10.00 p.m. Meanwhile, sea control posts at Serasa Terminal Ferry, Serasa Vehicle Ferry, Muara Port and Kuala Belait Wharf will continue to operate from 6.00 a.m. to 8.00 p.m.

Also commencing on the same date, food distribution for COVID-19 cases will be discontinued. However, the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam through the Ministry of Culture, Youth and Sports will continue to provide assistance to those in need, similar to the situation prior to COVID-19 Pandemic.

Use of face masks indoors or outdoors will be optional and no longer be made mandatory. However, the use of face masks is still compulsory for:
- i) Individuals with symptoms (symptomatics) who may need to leave their house for any purposes;
- ii) In health facilities, either government or private facilities (including hospitals, clinics, ambulances, swab centres and vaccination centres);
- iii) If required by event organisers; and
- iv) To ensure good food handling practices, food handlers involved in food preparation in restaurants, eateries, food stalls are also required to wear face masks while working

The requirement for prayer mat-width distancing (using large-sized prayer mats) for daily congregational Fardhu prayers and Friday prayers in mosques is retained and the use of personal prayer mats is encouraged (not mandatory).

Antigen rapid tests (ART) in schools and educational institutions as well as training institutions under the Ministry of Education, the Ministry of Religious Affairs and the Ministry of Culture, Youth and Sports is streamlined to Standard Operating Procedures (SOP) for ART surveillance for Civil Service i.e. will no longer be conducted according to any schedule and are only required for symptomatic individuals or if required by schools such as prior to sitting for an examination or attending an event. However, parents or guardians may also decide to be responsible for their own ART surveillance at home.

As school examinations including public exams will be starting in October in Brunei Darussalam, candidates with red and purple BruHealth code will be allowed to sit for the exams physically in exam centres, according to relevant health SOPs. Candidates with red or purple BruHealth code prior to any examination are advised to contact their school as soon as possible.

Childcare centres will be opened fully according to relevant health SOP.

The provision of food rations and care packages which include simple medication and ART kits for positive cases will be discontinued, except for the provision of food rations for positive cases who are recipients of Government welfare assistance. Relevant agencies will identify eligible recipients through existing registries.
Meanwhile, updated travel guidelines that will also commence on Thursday, 15th September 2022 are as follows:

As Brunei Darussalam is estimated to have a high immunity rate following high COVID-19 vaccination rates and high proportion of residents have been infected by COVID-19, complete COVID-19 vaccination will no longer be an entry or exit requirement for Brunei Darussalam. This is based on the assessment that travel no longer has significant impact to the spread of infection in the country.

The public i.e. citizens and residents of Brunei Darussalam as well as foreigners entering the country are no longer required to complete the Arrival Declaration Form (ADF).

Citizens and Permanent Residents of Brunei Darussalam who are exiting the country as well as foreigners who are entering the country are still required to possess valid travel insurance that include COVID- 19 treatment coverage.

Meanwhile,citizens of Brunei Darussalam who are exiting the country are also required to register their outbound travel information on the MFA e-Register through the Ministry of Foreign Affair’s website.

Operating times at Brunei Darussalam’s land control posts will by extended by 2 hours i.e. will be opened from 06.00am to 08.00pm.

A. "Fully Vaccinated" foreign nationals for inbound and outbound for any type of travel (whether air, land or sea) is defined as those who have at least two (2) doses of vaccines.
However, foreigners who wish to enter the country are encouraged to obtain a booster dose to preserve the safety, security and well-being of all parties.
B. Meanwhile, the definition of "fully vaccinated" for citizens and permanent residents of Brunei Darussalam who wish to exit and enter the country via air, land or sea is to have at least three (3) doses of vaccinations or if they have not received the third dose, they have obtained their second dose of vaccination no more than three (3) months prior to the date of departure from the country.
To this end, for those who have not been vaccinated or have not completed their vaccinations yet including booster doses, it is advisable to do so immediately to avoid more severe symptoms.

Exit-country and entry travel via land and seaports are to be aligned with existing air travel guidelines, such as being fully vaccinated, to obtain Travel Medical Insurance with coverage of COVID-19 treatment prior to exiting the country (for citizens and permanent residents of Brunei Darussalam) and completing the Arrival Declaration Form (ADF) before entering or returning to the country.
The COVID-19 Steering Committee will continue to monitor the current situation of the COVID-19 in the country while ensuring that any control measures imposed are appropriate, in order to maintain the safety, security and well-being of the citizens and residents of Brunei Darussalam. - Following the current situation of the COVID-19 infection, the policy on visit to Government Hospitals is updated as follows:
- Only two visitors are allowed per patient per day.
- Each visitor is required to have a negative ART test result on the same day.
- Visitors categorized as close contacts or those with signs of infection are not allowed to visit even if their ART test result is negative.
- Each caregiver or patient companion should have a negative ART test result on the same day.
- Anyone categorized as a close contact or those with signs of infection are not allowed to be the patient's caregiver or companion even if their ART test result is negative.
- Mothers who are about to give birth are allowed to have one guardian or companion.
- Special permission can be given to immediate family members for critically ill patients through the administration in the respective wards.

- Second COVID-19 booster vaccination is now open voluntarily starting 15 June 2022 for those in the following categories:
- Adults aged 80 years above;
- Adults aged 60 years above and with chronic diseases;
- Those who are aged 18 above with immunocompromised conditions; and
- Healthcare workers and frontliners who are exposed to high risk infection.
- The administration of the second booster dose of COVID-19 will be available at vaccination centres and will only be administered five months after the first booster dose of COVID-19. Individuals who meet the above criteria are welcome to get this extra dose.

- Closure of the Vaccination Centre at the Community Hall, Temburong District will commence on Monday, 13 June 2022
- The COVID-19 Vaccination Program for the residents of the Temburong District will be continued at the Pengiran Isteri Hajjah Mariam Hospital, Temburong starting Monday, 13 Zulkaedah 1443 / 13 June 2022
- The public is advised to make reservations in advance to get the COVID-19 vaccination at the aforementioned health facility during its operational hours:

Random Selection for RT-PCR laboratory tests (Source: MoH Press Release on 10th June 2022)
- Furthermore, The Ministry of Health would like to inform the public that as part of the ongoing monitoring and surveillance measures against respiratory infections including COVID-19 that occur in the country, the Ministry will randomly invite patients that is being treated in flu clinics especially those with Influenza-like illness (ILI) to undergo RT-PCR laboratory test
- In addition, COVID-19 positive cases through ART reported in the BruHealth app will also be randomly contacted by the Ministry of Health to undergo RT-PCR laboratory testing.
- This measure will enable the Ministry to obtain information on the type of infection that occurs. If the virus detected is the SARS-CoV-2 virus, genome sequencing tests will also be performed to identify the variants present in the country.
- The public who are invited to undergo swab test for surveillance purposes are welcome to take part in the initiative to enable the ministry to continue to conduct quality surveillance activities for the safety and well-being of the people and residents of this country.
Update on COVID-19 Control Measures (Source: GOV.BN Telegram Post on 9th June 2022)
Updates to COVID-19 control measures which will commence on Wednesday, 15th June 2022, as follows:

i- The scanning of BruHealth QR codes – which waspreviously required prior to entering any premises toassist the Ministry of Health in contact tracing for COVID-19positive cases – will no longer be required. However, the management of premises or event organisers may ask members of the public or event attendees to scan the BruHealth QR code before entering premises. In this regard, the COVID-19 Steering Committee also wishes to inform that as the BruHealth application has begun to be developed as a health management application for long-term use that is not limited to times of pandemic only, BruHealth application code scanning features will continue to be used for healthy lifestyle programs or other programs available in the application. To this end, the use of the BruHealth app in the country, including QR code scanning will not be completely discontinued and will be adapted for other uses.

ii- Scheduled Antigen Rapid Test (ART) in offices and workplaces will also be ceased. However, ART testing is required for symptomatic individuals, close contacts to a positive case and other circumstances where required (for example before attending an event). However, the public are advised to do their own ART from time to time. Meanwhile, scheduled ART in schools will be continued for the time being and will be reviewed from time to time.

In view of the opening up of borders via air travel on 6 th May 2022, the COVID-19 Steering Committee would like to inform the public on the easing of cross-border travel restrictions and the updates of control measures which will also commence on Wednesday, 15th June 2022, as follows:
-
i. Pre-departure swab test (either RT-PCR or ART test) for inbound travellers is no longer required, regardless of vaccination status;
-
ii. Fully vaccinated travellers are no longer required to undergo ART testing and self-isolation upon arrival in the country;
-
iii. Travellers who have not completed the COVID-19 vaccination are required to undergo ART testing upon arrival, three (3) days self-isolation and will only be allowed to end their self-isolation if tested negative RT-PCR on day three; and
-
iv. The minimum travel insurance coverage for COVID-19 treatment that is required for any individual wishing to exit or enter Brunei Darussalam is now updated to a minimum coverage of BND20,000, that is for air, land or sea travel. This requirement is for citizens and permanent residents of Brunei Darussalam who wish to travel abroad as well as foreigners who wish to enter the country. However, officers of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam travelling abroad for official reasons or on duty are exempted from this requirement, and are also subject to entry requirements of their intended travel destination;

v. Transport operators are no longer required to undergo scheduled ART testing. However, they are advised to do their own ART tests from time to time, and if they have symptoms or signs of infection or become a close contact to a positive case.

Also commencing 15th June 2022, cross-border travel through land and seaports will be permitted for essential travel as listed below:
- For the purpose of work or school – and is also extended to commute travels for the aforementioned purposes;
- Transit travel; and
- Local and foreign-registered transport operators for the purpose of essential import and export supply deliveries.

Approval application for essential travel needs to be submitted to the Prime Minister's Office via website www.pmo.gov.bn/travelportal. However, COVID-19 vaccination status is not required for categorised- essential travels. Cross-border travel via land and sea is planned to fully open beginning Monday, 1st August 2022, subject to the current COVID-19 situation in the country and regionally, as well as the operational readiness of control posts. Therefore, non-essential travel via land and sea is still not permitted until Sunday, 31 st July 2022.

- i- Taking into account the changes to the health protocol that currently allow those with a red QR code on the BruHealth app to leave home provided they have a negative ART test result and have uploaded the result to the BruHealth app, food rations will be given to COVID-19 positive cases who have a purple BruHealth code and for those who apply for food assistance only.
- ii- Meanwhile, with the cessation of Early Endemic Phase in the country on 31 st May 2022 and the situation of COVID-19 infections in this country which has become stable, that is,
- The COVID-19 Relief Fund will be closed beginning Wednesday, 15th June 2022;
- The COVID-19 allowance to frontliners is hereby discontinued starting Wednesday, 1st June 2022. However, the allowance is still provided for volunteers.
- The daily Ministry of Health’s Press Conferences will be conducted weekly, which is set to be held every Monday beginning on 13th June 2022. Meanwhile, an information dashboard on the COVID-19 situation will be publicised daily on the Ministry of Health’s website or any other platforms to continue to provide up-to-date information to the public.
Closure of Community Isolation Center (CIC) and Community Isolation Center (CIC) and Brunei Covid-19 Airlab BRIDEX Jerudong (BCAL) (Source: MoH Press Release on 4th June 2022)
- Community Isolation Center (CIC) located at the National Youth Service Program Training Camp (PKBN), Temburong and Brunei Covid-19 Airlab BRIDEX Jerudong (BCAL) will both be officially closed starting Monday, 06 June 2022 and on Wednesday, 15 June 2022 respectively. Meanwhile, sample analysis for RT-PCR SARS-C0V-2 tests will be tested by the National Virology Reference Laboratory, Kampong Sumbiling.

- The Ministry of Health would like to inform the public that considering the number of daily COVID-19 cases in the country continues to be at a stable and controlled level, especially for individuals who require hospital treatment in categories 4 and 5, COVID Holding Area Tutong (CHAT) will officially close on 2 June 2022.

- Health advice is updated as follows:
- Face masks should be worn in public buildings;
- The use of face masks outdoors is encouraged especially in crowded places;
- The use of ART testing is encouraged prior to attending events and when not feeling well/symptomatic; and
- Body temperature checks to enter premises is no longer required.

Changes to the SARS-CoV-2 test performed upon arrival in Brunei Darussalam at the Brunei International Airport (Source: MoH Press Release - 10 May 2022)
- Starting on 06 May 2022, the Ministry of Health has reviewed the handling of ART for all passengers which starting this afternoon, ART on arrival will be done by the passengers themselves when they arrive at their respective homes or hotels
- Each passenger will be given 3 ART kits upon arrival to be used on the day of arrival, on Day 2 and Day 3 after arrival and the results of each ART test must be uploaded to the BruHealth application.
- The BruHealth color code for each new passenger arriving in the country will automatically change to red. However, passengers who upload negative ART test results will be given a day pass for the day through their respective BruHealth application which allows them to enter any premises in the country. This directive is in accordance with the provisions under Section 62(A) of the Infectious Diseases Act Chapter 204 whereby failure to comply may result in legal action.
Closure of Swabs Centres (Source: MoH Press Release - 06 May 2022)
- Startiing Saturday, 07 May 2022, several swab centres in the Brunei & Muara District and Tutong District will be closed
- Members of the public in these two districts who require the service can obtain it at the Sports Complex Swab Centre, Raja Isteri Pengiran Anak Saleh Hospital
- The swab centres to be closed are:
- Bridex Drive-Thru Swab Centre;
- Berakas Health Centre Swab Centre;
- Pengkalan Batu Health Centre Swab Centre; and
- Sg Kelugos Health Centre Swab Centre.
- Swab testing for those who wish to exit Brunei Darussalam and those who have just arrived in the country (inbound and outbound travelers) will be fully implemented by accredited private clinics, starting, Saturday, 07 May 2022 and will no longer be conducted at Government swab centres. The list of the accredited private clinics is as currently shown on the screen and this list is also available on the Ministry of Health's website.

- In reference to the Media Statement by the COVID-19 Steering Committee which was announced on Friday, 22nd April 2022, Hari Raya Aidilfitri celebrations for the year 1443 Hijrah at private residences are allowed for close family members only in accordance to the current capacity permitted for mass gathering, that is, a maximum 30 guests (excluding the host).
This matter has been re-evaluated and further aligned to current risk assessments, as follows:
- Hari Raya Aidlfitri celebrations at private residences are allowed for close family members at a maximum capacity of 30 guests for events held indoors or 200 guests for events held at outdoor areas of the residence (excluding the host);
- The maximum capacity for events held at event halls is maintained at 300.
As announced previously, the public is reminded to undergo Antigen Rapid Test (ART) prior to leaving the house to visit relatives, to wear face masks except when eating and drinking, avoid shaking hands as well as visiting in groups, to be extra cautious and to stay at home if they feel unwell.

3rd dose for adolescents aged 12 to 17 years starts 16th April 2022

- Third dose for children and adolescents aged 12 to 17 years old will begin on Saturday, 16 April 2022 at all vaccination centres nationwide.

- COVID-19 vaccine for children from the Pfizer Company has safely arrived in the country on Thursday, March 24, 2022;
- COVID-19 vaccination for children aged 5-11 years will be opened voluntarily at the request and consent of parents or guardians themselves where parents or guardians will be invited to bring their children to get the COVID-19 vaccine to the exisiting vaccination centres via walk-in or booking the vaccination slots through the BruHealth application
- Commencement date of the COVID-19 vaccination for children aged 5-11 years will be announced in the near future;
- The administration of COVID-19 vaccine to children is intended to provide protection to the children from the adverse effects of the COVID-19 infection and will not be a condition for children to enter any premises or engage in any activity;
- Findings from studies so far recommend that children to be given only two doses of the vaccine
- Ministry of Health will continue to monitor and investigate any cases that report any occurrence of side effects, whether mild or severe to ensure the safety of the use of the vaccine continues to be guaranteed.

- Starting 01 April 2022, those entering Brunei Darussalam and had been infected with COVID-19 as well as have evidence of infection such as a Recovery Certificate where the validity period of the evidence of infection is not more than 90 days, are exempted from being required to undergo RT- PCR swab test before leaving the country of origin
- They are only required to undergo ART testing upon arrival in Brunei Darussalam where the cost of the payment of the ART upon arrival is $20 per person. They are also exempted from undergoing mandatory self-isolation upon arrival in the country.

The teaching and learning methods for all schools namely childcare centers, kindergartens, primary schools, secondary schools, religious schools and form six centres under the control of the Ministry of Education, the Ministry of Religious Affairs, and the Ministry of Culture, Youth and Sports will be implemented online or via online learning for two weeks starting from 7 to 19 March 2022. This transtition is to take into account the recent attendance of students which has been significantly reduced and to allow teachers to provide a more complete focus on students. Meanwhile, special consideration will be given to schools that apply to conduct face-to-face teaching and learning for the preparation of students who will sit for international examinations.

Members of the public who organise events in private homes are advised to limit the total attendance to 30 people only by doing ART tests before attending the events. In addition, health guidelines such as wearing a face mask, physical distancing, use of hand sanitizer and so on must always be complied.

For events organised in halls, the limit of 300 people is still maintained in compliance with existing health guidelines, including the use of QR codes. However, the event organizer must also ensure that each attendee undergoes an ART test before attending the event.

A. "Fully Vaccinated" foreign nationals for inbound and outbound for any type of travel (whether air, land or sea) is defined as those who have at least two (2) doses of vaccines.
However, foreigners who wish to enter the country are encouraged to obtain a booster dose to preserve the safety, security and well-being of all parties.
B. Meanwhile, the definition of "fully vaccinated" for citizens and permanent residents of Brunei Darussalam who wish to exit and enter the country via air, land or sea is to have at least three (3) doses of vaccinations or if they have not received the third dose, they have obtained their second dose of vaccination no more than three (3) months prior to the date of departure from the country.
To this end, for those who have not been vaccinated or have not completed their vaccinations yet including booster doses, it is advisable to do so immediately to avoid more severe symptoms.

Exit-country and entry travel via land and seaports are to be aligned with existing air travel guidelines, such as being fully vaccinated, to obtain Travel Medical Insurance with coverage of COVID-19 treatment prior to exiting the country (for citizens and permanent residents of Brunei Darussalam) and completing the Arrival Declaration Form (ADF) before entering or returning to the country.
The COVID-19 Steering Committee will continue to monitor the current situation of the COVID-19 in the country while ensuring that any control measures imposed are appropriate, in order to maintain the safety, security and well-being of the citizens and residents of Brunei Darussalam. i- The scanning of BruHealth QR codes – which waspreviously required prior to entering any premises toassist the Ministry of Health in contact tracing for COVID-19positive cases – will no longer be required. However, the management of premises or event organisers may ask members of the public or event attendees to scan the BruHealth QR code before entering premises. In this regard, the COVID-19 Steering Committee also wishes to inform that as the BruHealth application has begun to be developed as a health management application for long-term use that is not limited to times of pandemic only, BruHealth application code scanning features will continue to be used for healthy lifestyle programs or other programs available in the application. To this end, the use of the BruHealth app in the country, including QR code scanning will not be completely discontinued and will be adapted for other uses.

ii- Scheduled Antigen Rapid Test (ART) in offices and workplaces will also be ceased. However, ART testing is required for symptomatic individuals, close contacts to a positive case and other circumstances where required (for example before attending an event). However, the public are advised to do their own ART from time to time. Meanwhile, scheduled ART in schools will be continued for the time being and will be reviewed from time to time.

In view of the opening up of borders via air travel on 6 th May 2022, the COVID-19 Steering Committee would like to inform the public on the easing of cross-border travel restrictions and the updates of control measures which will also commence on Wednesday, 15th June 2022, as follows:
-
i. Pre-departure swab test (either RT-PCR or ART test) for inbound travellers is no longer required, regardless of vaccination status;
-
ii. Fully vaccinated travellers are no longer required to undergo ART testing and self-isolation upon arrival in the country;
-
iii. Travellers who have not completed the COVID-19 vaccination are required to undergo ART testing upon arrival, three (3) days self-isolation and will only be allowed to end their self-isolation if tested negative RT-PCR on day three; and
-
iv. The minimum travel insurance coverage for COVID-19 treatment that is required for any individual wishing to exit or enter Brunei Darussalam is now updated to a minimum coverage of BND20,000, that is for air, land or sea travel. This requirement is for citizens and permanent residents of Brunei Darussalam who wish to travel abroad as well as foreigners who wish to enter the country. However, officers of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam travelling abroad for official reasons or on duty are exempted from this requirement, and are also subject to entry requirements of their intended travel destination;

v. Transport operators are no longer required to undergo scheduled ART testing. However, they are advised to do their own ART tests from time to time, and if they have symptoms or signs of infection or become a close contact to a positive case.

Also commencing 15th June 2022, cross-border travel through land and seaports will be permitted for essential travel as listed below:
- For the purpose of work or school – and is also extended to commute travels for the aforementioned purposes;
- Transit travel; and
- Local and foreign-registered transport operators for the purpose of essential import and export supply deliveries.

Approval application for essential travel needs to be submitted to the Prime Minister's Office via website www.pmo.gov.bn/travelportal. However, COVID-19 vaccination status is not required for categorised- essential travels. Cross-border travel via land and sea is planned to fully open beginning Monday, 1st August 2022, subject to the current COVID-19 situation in the country and regionally, as well as the operational readiness of control posts. Therefore, non-essential travel via land and sea is still not permitted until Sunday, 31 st July 2022.

Updates from 22nd April 2022

All officers and staff of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam including those working at service counters and as frontliners – regardless of their vaccination status – (except those with a purple BruHealth code) are required to **return to work physically at their respective offices, starting Monday, 25th April 2022.
Further details on this matter will be conveyed tomorrow through the Prime Minister’s Office Circular.
Therefore, the private sector is also encouraged to carry out this guideline and further consideration is subject to respective employers; -
Day Pass Protocol – which is provided for Government officers and staff under red code to replace the requirement for quarantine with negative Antigen Rapid Test (ART) for five (5) days – will be extended to the public, whereby those under red code will be required to report and verify their negative ART result daily for five (5) days through the BruHealth application to allow them to enter premises each day. This measure will be implemented starting Friday, 6th May 2022;

On cross-border matters:
-
i. The exit-country guideline, that is, w requirement to be fully vaccinated with a third dose (booster dose) for citizens and residents of Brunei Darussalam and those who intend to return to the country is extended to individuals aged 12 to 17 who intend to travel out of the country. This requirement will be implemented for outbound travels starting from Sunday, 15th May 2022.
-
ii. Taking into consideration the effectiveness of ART testing in detecting active infections amongst individuals, as shown by data analysis (concordance and Negative Predictive Value), local statistics have shown that there is no difference in infection risk between those arriving from countries under the Travel Green List (TGL) and those arriving from non-TGL countries, as well as the coordination of health protocols in the country, whereupon cross-border travel protocols will be updated and subsequently implemented starting Friday, 6th May 2022, as follows:
- (i) Non-essential entry travel into Brunei Darussalam via air is permitted for those who have completed their COVID-19 vaccinations from any country without Entry Travel Pass (ETP) applications;
- (ii) The definition for full vaccination is amended from only having two (2) doses of COVID-19 vaccine to having a booster dose or if booster dose is not yet received, individuals without a booster dose are required to have two (2) doses of COVID-19 vaccinations, of which the second dose has to be obtained not more than three (3) months prior to date of entry into the country;
- (iii) Removal of categorization of TGL and non-TGL countries;
- (iv) The difference in health protocols for those entering the country is based on their vaccination status only, whereby the health protocols for those who are not fully vaccinated are the same as those who have arrived from non-TGL countries;
- (v) Fully-vaccinated individuals who are entering the country are required to perform ART three (3) times after their arrival in the country, that is, on day of arrival (D1), day two and day three. This means that undergoing RT-PCR test upon arrival and self-isolation are no longer required, only if the ART results are negative. A $40 charge will be imposed for the three (3) ART kits.
- (vi) Individuals who are not yet fully-vaccinated are only permitted to enter the country if they can verify that they are medically exempted from receiving COVID-19 vaccinations, and are required to undergo ART upon arrival and RT-PCR test on the third day after arrival. They are also required to undergo self-isolation until RT-PCR results are obtained. The $100 charge for both ART and RT-PCR still remains.

iii. Cross-border activities through land and sea control posts are still not permitted, except for essential purposes only. However, citizens and permanent residents of Brunei Darussalam returning to the country via land or sea from essential travel are allowed to undergo self-isolation at home or at hotels;

On the upcoming Hari Raya Aidilfitri celebrations:

i. Private events at home are allowed for close family members only in accordance to the current capacity permitted for mass gatherings, that is, a maximum of 30 guests (not including the host) or 300 people for events held in halls, while also observing health guidelines as follows:-
- (i) Performing ART before leaving the house to visit close family members. Those with a positive result are required to report to the BruHealth application and self-isolate at home;
- (ii) Wearing mask except when eating and drinking;
- (v) Frequent washing of hands or use of hand sanitizer; and
- (vi) Visiting in groups as well as shaking hands are not encouraged.
The public is reminded to take precautionary steps in protecting each other, especially for high-risk individuals such as the elderly. Therefore, people are advised to be extra careful and to stay at home if they feel unwell.

Registered domestic runners under the Ministry of Transport and Infocommunications (MTIC) are required to perform ART twice (2) a week and upload ART results to the BruHealth application. Domestic runners are no longer required to undergo RT-PCR every fortnight, similar to the requirement for transporters which was announced previously in a Media Statement by the COVID-19 Steering Committee.

All individuals are allowed to enter government and private premises, or attend events, regardless of their vaccination status. This is the general requirement for entry into any premises. However,
- Unvaccinated individuals are required to undergo Antigen Rapid Test (ART), for which the validity period of the test result is two (2) days.
- Children under 18 years old who have not received or completed their vaccinations are allowed to enter premises without the need for ART testing, provided that they are accompanied by a fully vaccinated adult.

For mass and private gatherings, the venue capacity is limited to 75% of premise capacity or not more than 300 persons (whichever is the lesser number).
- Buffet service during functions and at restaurants is not permitted, except for dome serving, although distribution of take-home packaged meals are encouraged.
- Members of the public who organise events in private homes are advised to limit the total attendance to 30 people only by doing ART tests before attending the events. - For events organised in halls, the limit of 300 people is still maintained in compliance with existing health guidelines, including the use of QR codes. However, the event organizer must also ensure that each attendee undergoes an ART test before attending the event.

For government offices,
- Open at 75% of office capacity for offices and Government service counters while maintaining their respective Business Continuity Plans (BCP). The capacity limits includes its personnel and general public;
- Office hours resume to normal working hours, from 7.45 a.m. to 12.15 p.m. and from 1.30 p.m. to 4.30 p.m.
- Individuals who have completed their vaccinations are required to undergo biweekly ART testing whereby cost of tests will be borne by the Government;
- Government personnel who have not received or completed their vaccinations are allowed to return to work at their respective office with the condition that their work does not involve any direct interaction with the public. However, they are required to undergo ART testing, for which the validity period of the test result is two (2) days. The testing costs are as follows: i- Personnel who have received one (1) vaccine dose or are unable to be vaccinated due to medical reasons, the ART testing cost will be borne by the Government; and ii- Personnel who are unvaccinated by choice or for personal reasons are to bear the cost of ART testing personally. They need to undergo an ART test and obtain a negative ART test result certificate through a Ministry of Health’s accredited ART Centre, before entering any Government premise.
- The public – who wish to visit Government offices or service counters – who have not completed their vaccinations are required to show a negative ART test result certificate, for which the validity period of each ART test is two (2) days.

For museums, galleries, libraries and activity centres for senior citizens:
- Open at 75% of premise capacity or not more than 300 persons (whichever is the lesser number); and
- Operating hours for museums, galleries and libraries are 8.00 a.m. to 2.00 p.m.

For fitness and recreational facilities/activities:
- All indoor and outdoor sports, fitness and recreational facilities are allowed to operate at 75% of premise capacity or not more than 300 persons (whichever is the lesser number);
- Non-contact sports are permitted;
- Contact sports are allowed for skills training only;
- Sporting matches are not permitted; and
- Face masks should be worn except when engaging in high-intensity activity.

For business premises including restaurants, cafés, food courts, cinemas, arcades, indoor playgrounds, beauty establishments (such as hair salons and barbershops), markets and “tamu”, sports facilities and music schools:
- Open at 75% of premise capacity or not more than 300 persons (whichever is the lesser number);
- Buffet service during functions and at restaurants is not permitted, except for dome serving, although distribution take-home packaged meals are encouraged; and
- Critical staff at private business offices and manufacturing and processing premises who have not completed their vaccinations are allowed to work on- site, under the condition that they have obtained negative ART test results, for which the validity period of each test result is two (2) days. The staff are also to be placed in areas that are not exposed to the public.

The easing of restrictions on cross-border travel, that is, the resumption of outbound and inbound travel for non-essential travel via air transportation will start on Saturday, 1st January 2022. The details are as follows:
- For exit-country travel: only citizens and residents of Brunei Darussalam who have completed two (2) vaccine doses between 14 days to six (6) months prior to the date of travel, or those who have received a booster dose beforehand, are permitted for outbound travel without exit-country approval from the Prime Minister’s Office. Currently, the booster dose vaccination programme gives priority to frontliners and individuals aged 50 and above, as well as those at high risk, and it will extended to members of the public who are eligible to receive the booster, starting Friday, 17th December, 2021, InsyaAllah.
- Exit travel for citizens and residents of Brunei Darussalam who have not received their vaccination for health reasons for essential travel out of the country can be considered, by applying for exit travel approval from the Prime Minister’s Office beforehand.
- For entry travel into Brunei Darussalam, only foreign nationals who have received two (2) doses of a vaccine, that is recognised by the World Health Organization (WHO), are permitted to enter the country. However, any individual who has received two (2) doses of a vaccine that is not recognised by the WHO can be considered for entry into Brunei Darussalam for essential travel, but are required to obey health requirements as per unvaccinated individuals, such as swab tests and to undergo quarantine;
- All inbound travellers including citizens and residents of Brunei Darussalam who wish to enter the country are required to obtain a negative ART test result, taken not more than 24 hours prior to departure from the country of origin. This is in addition to the condition of obtaining a negative result forRT-PCR test conducted not more than 48 hours prior to departure from the country of origin. However, every citizen and resident of Brunei Darussalam who is unable to meet this requirement is required to undergo mandatory self-isolation at a designated hotel upon return to this country for a duration determined by the Ministry of Health;
- Travel Health Insurance covering the COVID-19 pandemic from insurance companies registered in Brunei Darussalam is required for every citizen and resident who plans to exit Brunei Darussalam and foreigners who want to enter the country; and
- Brunei Darussalam will begin the Travel Green List during the Early Endemic Phase on a trial basis, initially for four (4) countries, namely Australia, China, Singapore and the United Kingdom, in which foreign nationals from above-mentioned countries will be allowed to enter Brunei Darussalam for non-essential travel. However, these travellers will be required to undergo ART testing on the third (3) day after arriving in the country, at designated ART centres.
Aside from that, inbound travellers are still required to undergo mandatory self-isolation at (1) their residents or hotels (for vaccinated travellers); or (2) declared hotels (for medically-contraindicated unvaccinated travellers).
Meanwhile, suspension of outbound and inbound travel via land and sea ports is still in place.

- The Transition Phase commences on Friday, 19th November 2021, for the following matters
- In the current Transition Phase, “Operasi Pulih” will then be known as “Operasi Peralihan”
- Stay-at-home period will be shortened to 10.00 p.m. to 4.00 a.m
- As a safety precaution, the plan for the reopening of premises also warrants the need to ensure that all SOPs continue to be in place, such as physical distancing, venue capacity limits, the wearing of facemasks, maintaining cleanliness, and BruHealth mobile application use. Meanwhile the use of ART prior to entering premises is encouraged. Aside from these the Government will continue to formulate contingency plans in case of any unwanted eventualities in the future.
- During the Transition Phase, security and enforcement agencies will continue to monitor any incidents of violation of the directives or the Standard Operating Procedures – SOPs; to ensure the safety and the well-being of the public. The opening of Government offices for officers and staff who have completed their vaccinations – with office hours set at 8.00 a.m. to 2.00 p.m. and with Antigen Rapid Tests (ART) at intervals – every 2 weeks;

The opening of mosques, suraus and prayer halls nationwide, to individuals that have completed their vaccinations, and with attendance limits to be determined by suitable numbers based on physical distancing;

Mass gathering at public places including sport facilities, and the reopening of commercial premises such as restaurants, cafes, foodcourts, cinemas, arcades, indoor playgrounds, beauty premises (such as salons and barber shops), markets and “tamus” during the Transition Phase will be permitted for individuals that have completed their vaccinations, and will be limited to 50% venue capacity or not more than 200 persons (whichever is the lesser number), and this limit also applies to places of worship for other religions. The respective managements are also required to ensure that their employees are fully vaccinated, as follows:
- Updating the list of workers in the BruHealth application and ensuring that their workers have completed their vaccinations;
- Premises are required to register their respective QR codes in the BruHealth application and their respective capacities - premises are not allowed to accept customers beyond 50% of their capacity;
- The owners of premises must ensure that all individuals who enter their premises scan their BruHealth application upon entering (including all staff/personnel/volunteers);
- The owners of premises are to ensure that only individuals with green and yellow BruHealth codes are allowed to enter;
- The owners of premises need to ensure that all workers/staff/volunteers that are eligible to be vaccinated have been fully vaccinated;
- The use of facemasks (except when eating or drinking), physical distancing of at least 1.5 metres, self-health monitoring and occasional ART testing, as well as ensuring that premises have adequate ventilation.

Gatherings at private homes during this phase are permitted for individuals who have completed their vaccinations, and are limited to 10 to 30 persons only (depending on the size of the home);

The reopening of some of the schools for individuals that have completed their vaccinations, and conducting of Antigen Rapid Tests (ART) at regular intervals – every 2 weeks, for:
- Higher education institutions;
- Technical and vocational schools; and
- Driving schools;

Individuals who are medically exempted from receiving vaccinations are not permitted to enter the aforementioned premises.

The mandatory vaccination requirement is extended to the teaching workforce, non-teaching school staff, staff and guardians at schools and children’s daycare centres, trainers and so on. However, those with health conditions such as allergies will be exempted from this requirement, that is, based on the health certification provided.

Meanwhile, planning and preparations for the reopening of schools are still under way, considering that fact the National Vaccination Programme is still being carried out for individuals aged from 12 to 17 years and children below 12 years of age have yet to be vaccinated. Procedures for the reopening of schools, and that children’s daycare centres and other learning institutions will be announced at a later date, that is, as soon as the COVID-19 Steering Committee has completed its review of the plans; and

- Third dose for children and adolescents aged 12 to 17 years old will begin on Saturday, 16 April 2022 at all vaccination centres nationwide.

- Second COVID-19 booster vaccination is now open voluntarily starting 15 June 2022 for those in the following categories:
- Adults aged 80 years above;
- Adults aged 60 years above and with chronic diseases;

- COVID-19 vaccine for children from the Pfizer Company has safely arrived in the country on Thursday, March 24, 2022;
- COVID-19 vaccination for children aged 5-11 years will be opened voluntarily at the request and consent of parents or guardians themselves where parents or guardians will be invited to bring their children to get the COVID-19 vaccine to the exisiting vaccination centres via walk-in or booking the vaccination slots through the BruHealth application
- Commencement date of the COVID-19 vaccination for children aged 5-11 years will be announced in the near future;
- The administration of COVID-19 vaccine to children is intended to provide protection to the children from the adverse effects of the COVID-19 infection and will not be a condition for children to enter any premises or engage in any activity;
- Findings from studies so far recommend that children to be given only two doses of the vaccine
- Ministry of Health will continue to monitor and investigate any cases that report any occurrence of side effects, whether mild or severe to ensure the safety of the use of the vaccine continues to be guaranteed.

- You cannot get COVID-19 infection from the vaccine
- There are several brands of vaccines available at any one time; you will be allocated only ONE brand of the vaccine
- It takes a few weeks for your body to build up immunity from the vaccine

- The Ministry of Health has appointed several companies to open ART Certification Centres to conduct ART testing for any individual who requires certified ART test results.
- Commences on Wednesday, 1 December 2021
- To enter premises in Brunei Darussalam, the validity period for the ART test result is two (02) days, i.e. as will be displayed on the issued certificate. However, for the purpose of entry into foreign countries, the validity period of the certificate is subject to the conditions of entry into that country.
- Further information on the ART Certification Centres that are approved by the Ministry of Health will be released through a Press Statement of the Ministry of Health and will also be uploaded on the Ministry's website www.moh.gov.bn

- The increase in prices in the market is due to the demand and supply factors
- To ensure the continuous supply of ART at an affordable price, the Ministry of Health in collaboration with the Ministry of Finance and Economy will start selling ART via online through one of the government-linked company and private clinics.
- Each pack of ART kit will be sold at a price of $ 3.00 per set and delivery cost will also be charged. The supply and delivery will be conducted within three days from the date of purchase
- Members of the public are advised not to take the opportunity to purchase excessively, but to buy the required amount for personal use or for one family only. The cooperation and patience of the public is also requested while waiting for the delivery to be made.
- When the sale of ART kits open in the near future, low-income families who receive monthly welfare assistance from the Ministry of Culture, Youth and Sports and the Brunei Islamic Religious Council (MUIB) through the National Welfare System can apply for the ART kit through the Department of Community Development (JAPEM) and MUIB. Each person in a family will be given 10 ART kits each without any charge for use for a period of 3 months. The distribution of these ART kits will be done through village heads, JAPEM and agents appointed by the Government.
- Members of the public can still buy ART kits that are available in the market. Business owners are advised not to take advantage and raise the selling price arbitrarily. The Ministry of Finance and Economy through the Department of Economic Planning and Statistics (JPES) will constantly monitor the market price for the ART kits from time to time.
- To ensure the quality of ART kits is in accordance with the set standards, the importation and supply of ART kits must be in line with the list that has been approved by the Ministry of Health. A list of ART kits allowed for sale in Brunei Darussalam can be obtained by visiting the Ministry of Health's website (www.moh.gov.bn).

- Startiing Saturday, 07 May 2022, several swab centres in the Brunei & Muara District and Tutong District will be closed
- Members of the public in these two districts who require the service can obtain it at the Sports Complex Swab Centre, Raja Isteri Pengiran Anak Saleh Hospital
- The swab centres to be closed are:

- Commencing Friday, 8 October 2021, the Home Isolation Policy for COVID-19 patients is introduced
- Patients who are identified as under Category 1, that is, patients which do not have any symptoms and Category 2a, that is, patients who have only mild symptoms; to undergo self-isolation at home only after obtaining assessment and confirmation from the Ministry of Health
- Each COVID-19 patient managed under this policy will be required to undergo the following:
- Monitored by the Patient Management Team, Ministry of Health throughout the 14-day self-isolation;
- Mandatory to wear a red wristband for the purpose of identifying COVID-19 patients until the end of the isolation period; and
- Comply to all the directives from the Ministry of Health and ensure easy contact at any time. Patients who fail or defy in complying with this Home Isolation Policy may be subject to a compound fine of up to BND5,000, under the Infectious Diseases Act (Chapter 204).
- Any patients who feel their symptoms worsen while in isolation at home should call the 991 Ambulance Emergency Line immediately so that they can be given treatment as soon as possible.
- However, patients in Category 1 and Category 2a who are found to be more suitable to undergo treatment in isolation centres for certain reasons, they will be immediately transferred to those centres. This is to ensure they will be able to be given immediate treatment if their condition worsens. Therefore, anyone who is currently in isolation centres is advised to be patient and continue to be monitored at those centres.

Management of positive cases in isolation centers will focus on cases in Categories 3, 4 and 5 that require medical treatment only

Cases in Categories 1 and 2 will be allowed to undergo self-isolation at home
- Each family or one household will be given a 'health package' that contains necessities such as Antigen Rapid Test (ART) kit, blood oxygen level monitor (oximeter), simple medication and health information leaflets;
- The Ministry of Health has collaborated with the Ministry of Transport and Infocommunications, the E-Government National Centre (EGNC) and Comquest Sdn. Bhd. namely the operator for Talian Darussalam 123, for the implemantation of tasks such as assessment of the health status of newly confirmed positive COVID-19 cases; monitoring of positive cases undergoing self-isolation at home; and delivery of ART kits and health packages commencing Tuesday, 15 February 2022;

Confirmation of COVID-19 infection status will be extended to the use of ART i.e. not only relying on RT-PCR swab testing alone. However, members of the public who are not close contact to a positive case are required to have two positive ART tests and subsequently register the results of the positive ART test on the portal displayed on the screen now (http://www.moh.gov.bn/ARTreport) or by contacting Talian Darussalam 123;

Contact tracing will focus more on primary contacts, high-risk contacts and other vulnerable groups where these close contacts are required to report their health status through the Self-Assessment Tool in the BruHealth app. The quarantine period for the close contacts has been updated to 5 days where they are required to undergo ART testing on the first day and the fifth day and are only allowed to complete the quarantine if both ART tests are negative. The close contacts can use their own ART kit. However, close contacts who require an ART kit can call Talian Darussalam 123. Meanwhile, the Prime Minister's Office will also issue a Guideline for civil servants who have been given a Red Code in the BruHealth app in the near future. Therefore, other contacts such as secondary contacts are no longer required to undergo quarantine and are advised to monitor their own health status and conduct ART tests if they start to show symptoms of the infection.

Meanwhile, the Ministry of Health is collaborating with Unified National Networks Company (UNN) for sending a short message (SMS) to individuals who have been confirmed positive and have a purple BruHealth code starting, Tuesday, February 15 2022. - A new update that will be implemented in the process of monitoring and recovery of COVID-19 patients and close contacts through the BruHealth application which will be launched in the near future. In this update, COVID-19 positive patients and close contacts can submit their ART test results on their BruHealth application on designated days without using the currently available ART Report portal, and the supply of ART for patients and close contacts can also be applied through the BruHealth application. In addition, patients can also submit their self-triage survey during their quarantine period through the BruHealth application to enable the Ministry of Health to manage and monitor patient health better and more efficiently. With this update, BruHealth's color code will also change automatically according to the health reports and ART tests submitted. In the meantime, the public is also advised to constantly update their health status daily to help the Ministry of Health to monitor their health.

Government's Plan on selling Antigen Rapid Test (ART) kits to the public (Source: MoH Press Release on 3 March 2022)
- Principally, the increase in prices in the market is due to the demand and supply factors caused by the limited supply and there is a high demand around the world. This is also partly driven by changes in Government policy such as in Brunei Darussalam which has started using ART for the confirmation of positive cases since 15 February.
- To ensure the continuous supply of ART at an affordable price, the Ministry of Health in collaboration with the Ministry of Finance and Economy will start selling ART via online through one of the government-linked company and private clinics.
- Each pack of ART kit will be sold at a price of $ 3.00 per set and delivery cost will also be charged. The supply and delivery will be conducted within three days from the date of purchase. The start date of the sale, Insya Allah, will be announced as soon as the logistical preparations are completed.
- Members of the public are advised not to take the opportunity to purchase excessively, but to buy the required amount for personal use or for one family only. The cooperation and patience of the public is also requested while waiting for the delivery to be made.
- When the sale of ART kits open in the near future, low-income families who receive monthly welfare assistance from the Ministry of Culture, Youth and Sports and the Brunei Islamic Religious Council (MUIB) through the National Welfare System can apply for the ART kit through the Department of Community Development (JAPEM) and MUIB. Each person in a family will be given 10 ART kits each without any charge for use for a period of 3 months. The distribution of these ART kits will be done through village heads, JAPEM and agents appointed by the Government.
- The Government is also making preparations to enable ART kits to be sold through vending machines in the near future. These machines will be placed in strategic places and operated by an appointed private company. ART kits sold on these machines will be sold at a price set by the Government.
- Meanwhile, members of the public can still buy ART kits that are available in the market. Business owners are advised not to take advantage and raise the selling price arbitrarily. The Ministry of Finance and Economy through the Department of Economic Planning and Statistics (JPES) will constantly monitor the market price for the ART kits from time to time.
- To ensure the quality of ART kits is in accordance with the set standards, the importation and supply of ART kits must be in line with the list that has been approved by the Ministry of Health. A list of ART kits allowed for sale in Brunei Darussalam can be obtained by visiting the Ministry of Health's website (www.moh.gov.bn).

- BruHealth epidemic map now usinig residential addresses
- Context:
- During the first and second waves, a limited transmission of COVID-19 cases enabled accurate cluster identification
- As transmission becomes more prevalent during this third wave, determining the original source of infection for a single cluster becomes very difficult.
- Therefore, infection chain when transmission is very high in the community is less accurate and complicates the identification of clusters
- To give a picture of the location of positive cases in the country, epidemic mapping has been done through the BruHealth application which is the identification of hotspots based on the residential addresses of the cases.

Recovery Certificate Feature: This Recovery Certificate feature is a feature specifically for former COVID-19 cases to confirm that they have completed their quarantine and have recovered from the COVID-19 infection. This certificate is an official digital certificate which is a new feature in the BruHealth application that can be downloaded to be printed as a hardcopy, if required by any party who requires official proof of recovery from the Ministry of Health.
- II. ART Feature with QR Code: The currently available ART feature will be updated to integrate the scannable QR Code on ART kits supplied by the Ministry of Health. The purpose of this QR Code scan is to ensure that the ART kit used is unique and not used repeatedly by any party, especially for COVID-19 patients who receive the care package; civil servants; guests for official Government events; and inbound travellers. However, this ART feature can still be used to submit ART reports that do not have a QR Code.

I. Update of the Health Protocol for those who test positive for COVID-19 : To make it easier for the public to follow the Health Protocol for COVID-19 cases, the Ministry of Health has summarized the existing Health Protocol as follows:
- Only one positive ART is required as a confirmation for a COVID-19 case and when they upload a positive ART result to the BruHealth application, it counts as Day One;
- Furthermore, positive cases who are undergoing self-isolation are required to undergo ART testing on Day Six. If the ART result is negative, they will be confirmed as recovered and allowed to end the self-isolation when their BruHealth code turns to green. However, if the ART result is still positive on Day Six, they can repeat the ART test the next day and the following days until the ART result is negative. If the ART result remains positive on Day Ten, they will be confirmed as recovered and allowed to end the self-isolation on Day Eleven automatically. Members of the public are advised to use ART kits that are approved by the Ministry of Health and to use is correctly.
- II. Integration of the Overseas COVID-19 Vaccination Records: COVID-19 vaccination records obtained overseas can now be integrated and updated into the BruHealth application. Members of the public can visit www.healthinfo.gov.bn/travel and complete the application information in the "Overseas COVID-19 Vaccination Records" function. Each application will be reviewed by the Ministry of Health prior to approval.

- Furthermore, The Ministry of Health would like to inform the public that as part of the ongoing monitoring and surveillance measures against respiratory infections including COVID-19 that occur in the country, the Ministry will randomly invite patients that is being treated in flu clinics especially those with Influenza-like illness (ILI) to undergo RT-PCR laboratory test
- In addition, COVID-19 positive cases through ART reported in the BruHealth app will also be randomly contacted by the Ministry of Health to undergo RT-PCR laboratory testing.
- This measure will enable the Ministry to obtain information on the type of infection that occurs. If the virus detected is the SARS-CoV-2 virus, genome sequencing tests will also be performed to identify the variants present in the country.

Family members are required to send a change of clothing (including undergarments) to the isolation centre where the patient is being isolated 2-3 days before the patient is allowed to return home. This is for the use of the patient when leaving the isolation centre.

The “Home Isolation Notice” feature has been introduced to replace the Digital Quarantine Order feature which was discontinued on 24 February 2022. This feature is specific to only COVID-19 confirmed cases i.e. those in Categories 1 or 2A. These new features include:
- Daily health status report;
- In-app notifications on the date of the respective ART tests;
- Self-isolation period that is adjusted automatically with the update of ART results;
With this new “Home Isolation Notice” feature, the short message service (SMS) previously issued to confirm that a person is a COVID-19 case is hereby discontinued.

- Filling in the information in the Self-Assessment Tool feature on the first day of making a self-assessment report. It only needs to be done once during the self-isolation period;
- Reporting the status of the close contact through the Daily Self-Report feature;
- Submitting the first ART result after knowing of having had contact with a positive COVID-19 case through the ART feature; or
- Requesting for an ART kit through the ART feature.
Currently, the self-isolation period for close contacts has been reduced from 14 days to 5 days.
Ceasing the issuance of digital Quarantine Order (Source: MoH Press Release on 24 February 2022)
- Following the reduction of the quarantine period for COVID-19 cases and contacts which was announced in the previous Ministry of Health's Press Conference, the Ministry of Health has ceased the issuance of digital Quarantine Order on the BruHealth application commencing today. This is to facilitate the transition of people whose BruHealth code has changed from purple or red to green or yellow. Members of the public are advised to check their BruHealth colour code before leaving the house.

Primary contact:
- Updated the definition of "close contact" or primary contacts as follows (Source: MoH Press Release 16th February 2022)
- Individuals living in the same household with a positive case.
- A colleague working in the same room or space with a positive case or sitting next to a positive case.
- Individuals who interacted face-to-face with a positive case for more than 30 minutes and at a distance of less than 1 meter in an enclosed area or indoors.
- Be in the same vehicle and sit at close range (no more than two seats) with a positive case for more than 15 minutes.
- Old Definition: An individual who has been in close contact with a COVID-19 positive case (they can be detected by Bluetooth contact as well)
- Both the primary and secondary contacts will be issued with a digital quarantine order
- Primary contacts are required to take a swab test immediately on the first day (D1) and on the twelve day (D12)
- If a primary contact tests positive in swab test, then secondary contacts will become primary contacts

The Ministry of Health would like to inform the public about the patients and visitors policy update for government and private hospitals, health centres and health facilities.
Use of face mask

The use of face mask is only mandatory in clinical areas when in the premises of a hospital, health centre or health facility.

Definition of clinical areas
- Clinical areas are areas where encounters between healthcare workers and patients occur, and such encounters include medical procedures, treatments, consultations, and obtaining medication.
- For example, the Emergency Department, registration counters, wards, clinics, pharmacies, operating theatre, radiology and adjacent waiting areas and corridors close to wards or where medical procedures, treatment, consultation are performed and others.
- This does not include areas such as canteen or restaurant/cafe, pantries or rest areas for health workers, surau, office, lecture theaters and meeting rooms.
Antigen Rapid Test (ART)
- Visitors are no longer required to do an ART before visiting inpatients in the wards. However, ART is still encouraged.
- ART will still be done for patients being admitted to the hospital for treatment. Patients with COVID-19 will be treated in designated isolation wards.
- However, there are areas or clinics that may have a need for patients to do an ART.
ART is required for outpatients receiving treatment or procedures, such as:
- Emergency Department: patients with severe / serious pain and will likely require admission to the hospital, as well as patients with influenza like-illness (ILI) such as flu and cough.
- Endoscopy
- Dental procedures
- Surgery or Operating theatre
- High risk areas such as Chemotherapy Unit and Hematology Unit
- Flu Clinic
VISITORS TO THE WARD

To avoid the risk of infection and to ensure that patients admitted to the ward get adequate rest and receive timely care and treatment:
- Only two (2) designated visitors (not including carer) are allowed per patient per visiting session during visiting hours.
- Children under the age of 12 years old are not allowed to enter the ward/unit.
- Visitors are only allowed to visit patients in low risk zone wards (cold zone wards).
- Visitors are not allowed to visit patients in holding wards, isolation wards or any wards with restricted access.
- Visitors are allowed with patient's permission to do video calls with family but are not allowed to do video recordings of staff, other patients or the wards.
Only one (1) visitor allowed to accompany patient for appointment/medicine collection.
All visitors must ensure they:
- Wear face masks at all times.
- Keep their voices down and avoid making loud noises.
- Wash their hands with soap and water or use the hand sanitizer before and after visit.
- Keep their mobile phones switched off or on silent mode.
- Do not visit patients if they are unwell or sick.
- Respect the privacy of other patients.
- Refraining from eating and drinking in the ward.
CARER

Only one (1) carer per patient is allowed.
- Change of carer for each patient is allowed on the condition that the replacement needs to do an ART.
- The carer must ensure to:
- Wear face mask at all times.
- Keep their voices down and avoid making loud noises
- Wash hands with soap and water or use the hand sanitizer regularly.
- Keep mobile phone switched off or on silent mode.
- Respect the privacy of other patients.
COVID-19 Patients

COVID-19 patients are not allowed to receive routine procedures such as dental procedures.

However, COVID-19 patients who are experiencing worsening symptoms can seek treatment at the hospital or nearby health centres and should inform healthcare staff that they are positive for COVID-19.

- Following the current situation of the COVID-19 infection, the policy on visit to Government Hospitals is updated as follows:
- Only two visitors are allowed per patient per day.
- Each visitor is required to have a negative ART test result on the same day.
- Visitors categorized as close contacts or those with signs of infection are not allowed to visit even if their ART test result is negative.
- Each caregiver or patient companion should have a negative ART test result on the same day.
- Anyone categorized as a close contact or those with signs of infection are not allowed to be the patient's caregiver or companion even if their ART test result is negative.
- Mothers who are about to give birth are allowed to have one guardian or companion.
- Special permission can be given to immediate family members for critically ill patients through the administration in the respective wards.
